Legislature authorizes over 9,000 new prison beds, including three new prisons, a privately run prison and expansion of existing facilities.

Offender Based Information System (OBIS): New databases implemented this year include the Offender Time Computation (OTC), Investigative Tracking & Stats (ITS), Court Ordered Payments (COPS) and Control Release Information System (CRIS). The Cashless Canteen system is implemented. It helps with the problems created by cash on the prison compound (theft, bribery, intimidation) and streamlines the process of purchasing from the canteen.

The Reception and Medical Center is expanded to include a West Unit. Walton Correctional Institution (De Funiak Springs, FL) opens.

WORK RELEASE PROGRAM REVAMPED

Donald Dillbeck

On June 22, 1990, Florida inmate Donald Dillbeck escapes from Quincy Vocational Center (QVC) near Tallahassee while working on an inmate catering crew outside of the facility. Dillbeck, who is serving life for murder, kills a woman in the parking lot of a Tallahassee mall shortly after his escape. As a result, the entire work release system is revamped, affecting hundreds of inmates by tightening the eligibility requirements for inmates allowed on work release. QVC is closed and all inmates moved to other facilities. Ironically, QVC is not a work release center, but a unique facility that specializes in training inmates to prepare and serve food and desserts in the food service industry. Dillbeck is executed February 23, 2023.

Berkeley Clayton was a Tallahassee Police Department homicide investigator who worked the Dillbeck case. He adds an interesting piece to the puzzle of what happened that day. "Dillbeck attacked the victim while she was sitting in her car in the parking lot of the mall waiting on family to return to the car from shopping.  He killed her to get the car, but could not drive it away because he did not know how to drive the standard transmission that was in the car," according to Clayton.
